Japanese Grant Aid for the Fourth Primary Education Development Programme Signed Today/চতুর্থ প্রাথমিক শিক্ষার উন্নয়ন কর্মসূচির জন্য জাপানি সাহায্য অনুদান স্বাক্ষরিত আজ

On 25th October, the Exchange of Notes and Grant Agreement on the “Japanese Grant Aid for the Fourth Primary Education Development Programme (PEDP4)”（up to JPY 500 million, about USD 5 million） have been signed by H.E. Mr. ITO Naoki, Ambassador of Japan to Bangladesh, Ms. Fatima Yasmin, Secretary, Economic Relations Division, Ministry of Finance and Mr. HAYAKAWA Yuho, Chief Representative, JICA Bangladesh office.
           
On the occasion, the Ambassador said, "Japan has consistently made efforts to promote quality education in Bangladesh since the country was founded. Higher education is important, but for the development of the country, it is essential to extend cooperation and every level of education. Above all, education is the only way for children born into poor families to overcome poverty and empower themselves. Japan will continue its strong involvement in primary education.” In response, the secretary expressed, "Japan's cooperation covers a wide range of fields, from infrastructure to education. Education, in particular, is an investment for the future, and Japan has always been willing to cooperate and provide assistance for the future of Bangladesh. We are very grateful to Japan. Primary education is an opportunity to find young people who are globally competitive. Without proper education, a country cannot develop. I would like to ask for Japan's continued cooperation in primary education.”

PEDP is an outstanding national development strategic program for primary education in Bangladesh. Japan has been supporting PEDP in cooperation with other development partners since 2011 under the Sector Wide Approaches (SWAPs). PEDP4 started in 2018, aiming to achieve three high-level outcomes pertaining to quality of education. Japan has focused on improving the "quality" of primary education in Bangladesh, especially on the "learning" of lessons for children. While JICA's technical cooperation project is providing technical inputs on the improvement of the quality of curriculum, textbooks, and teaching-learning materials, and supporting strengthening the teacher training in Bangladesh, Japanese policy advisor is supporting and advising the PEDP4 and educational policies. In particular, Japan intends to support science and mathematics education where Japan has a comparative advantage over other donors.

In the field of education, a method of SWAPs consisting of the Bangladesh government and development partners has been adopted, and Japan will continue to provide effective support through cooperation among stakeholders. Japan will also support the improvement of the quality of technical education and higher education, taking into account the industrial structural reform in Bangladesh.

২৫ শে অক্টোবর, "চতুর্থ প্রাথমিক শিক্ষা উন্নয়ন কর্মসূচির জন্য জাপানি অনুদান সহায়তা" PEDP4 (পি ই ডি পি ৪) –এর জন্য এক্সচেঞ্জ অফ নোট বিনিময় এবং অনুদান চুক্তি’র আওতার প্রায় ৫০০ মিলিয়ন জাপানি ইয়েন যা প্রায় ৫ মিলিয়ন মার্কিন ডলার সমতুল্য অনুদান চুক্তি জনাব ইতো নাওকি বাংলাদেশে জাপান দূতাবাসের রাষ্ট্রদূত, জনাব ফাতিমা ইয়াসমিন, সচিব, অর্থনৈতিক সম্পর্ক বিভাগ, অর্থ মন্ত্রণালয় এবং জনাব হায়াকাওয়া ইউহো, মুখ্য প্রতিনিধি, জাইকা বাংলাদেশ অফিস, স্বাক্ষর করেছেন ।  
 
       অনুষ্ঠানে রাষ্ট্রদূত বলেন, “জাপান বাংলাদেশে মানসম্মত শিক্ষার প্রসারে ধারাবাহিকভাবে প্রচেষ্টা চালিয়ে যাচ্ছে , দেশটির প্রতিষ্ঠার পর থেকে। উচ্চশিক্ষা গুরুত্বপূর্ণ, তবে দেশের উন্নয়নের জন্য শিক্ষার প্রতিটি স্তরে সহযোগিতা বাড়ানো অপরিহার্য। সর্বোপরি, দরিদ্র পরিবারে জন্ম নেওয়া শিশুদের জন্য দারিদ্র্যতা দূর করতে এবং নিজেদের ক্ষমতায়নের একমাত্র উপায় হল শিক্ষা। প্রাথমিক শিক্ষায় জাপান তার জোরালো সম্পৃক্ততা অব্যাহত রাখবে।” জবাবে সচিব মহোদয় বলেন, "জাপানের সহযোগিতা অবকাঠামো থেকে শিক্ষা সহ সকল ক্ষেত্রে বিস্তৃত । শিক্ষা, বিশেষ করে, ভবিষ্যতের জন্য একটি বিনিয়োগ, এবং জাপান সর্বদা বাংলাদেশের ভবিষ্যতের জন্য সহযোগিতা ও সহায়তা দিতে ইচ্ছুক। সে জন্যে আমরা জাপানের কাছে অনেক কৃতজ্ঞ। প্রাথমিক শিক্ষা হলো বিশ্বব্যাপী প্রতিযোগিতামূলক তরুণদের খুঁজে বের করা একটি সুযোগ। সঠিক শিক্ষা ছাড়া একটি দেশের উন্নয়ন সম্ভব নয় । আমি প্রাথমিক শিক্ষায় জাপানের অব্যাহত সহযোগিতা কামনা করছি ।”
 
          PEDP ( পি ই ডি পি  ) বাংলাদেশের প্রাথমিক শিক্ষার জন্য একটি অসামান্য কৌশলগত জাতীয় উন্নয়ন কর্মসূচি ।  জাপান ২০১১ সাল থেকে সেক্টর ওয়াইড অ্যাপ্রোচ (SWAPs) এর আওতায় অন্যান্য উন্নয়ন সহযোগীদের সহযোগিতায় PEDP (পি ই ডি পি) কে সহায়তা করে আসছে।  শিক্ষার মান সম্পর্কিত তিনটি উচ্চ-স্তরের ফলাফল অর্জনের লক্ষ্যে ২০১৮ সালে PEDP4 (পি ই ডি পি ৪) প্রকল্পটি শুরু হয়েছিল।  জাপান বাংলাদেশের প্রাথমিক শিক্ষার "মান" উন্নয়ন করতে বিশেষভাবে শিশুদের “শিখন” এবং  শিশুদের পাঠের উপর গুরুত্ব আরোপ করেছে। যেখানে জাইকার কারিগরি সহযোগিতা প্রকল্প, পাঠ্যক্রম, পাঠ্যপুস্তকের মান উন্নয়নে প্রযুক্তিগত তথ্য প্রদান করছে এবং শিক্ষণ-শেখানো উপকরণ, এবং বাংলাদেশে শিক্ষক প্রশিক্ষণকে শক্তিশালী করতে সহায়তা করে জাপানি নীতি উপদেষ্টা PEDP4 এবং শিক্ষাগত নীতি প্রণয়নকে সমর্থন ও পরামর্শ দিচ্ছেন । বিশেষ করে, বিজ্ঞান এবং গণিত শিক্ষায় অন্যন্য উন্নয়ন সহযোগীদের  তুলনায় অপেক্ষাকৃত তুলনামূলক সুবিধা থাকায় জাপান এই দুটি বিষয়ে শিক্ষার ক্ষেত্রে সহযোগিতা প্রদান করছে ।
 
          শিক্ষার ক্ষেত্রে, বাংলাদেশ সরকার এবং উন্নয়ন অংশীদাররা মিলিতভাবে  SWAP-সোয়াপ  পদ্ধতি টি গ্রহণ করেছে  এবং জাপান সুবিধা ভোগীদের মধ্যে সহযোগিতার মাধ্যমে কার্যকর সহায়তা প্রদান অব্যাহত রাখবে। বাংলাদেশে শিল্প কাঠামোগত সংস্কারকে বিবেচনায় রেখে কারিগরি শিক্ষা ও উচ্চশিক্ষার মান উন্নয়নেও জাপান সহায়তা প্রদান অব্যাহত রাখবে।
