Memorial ceremony at the MEIC for the Japanese victims of the Terrorist Attack in Dhaka in July 2016

   

    On July 2, 2025, a memorial ceremony was solemnly held at the Metrorail Exhibition and Information Center (MEIC) in Dhaka to honor the seven Japanese nationals who lost their lives in the tragic terrorist attack on July 1, 2016, during the Preparatory Study on the Dhaka Mass Rapid Transit (MRT) Development Project. The ceremony was attended by representatives from the Governments of Japan and Bangladesh, senior officials from JICA, executive members of the Japanese consulting firms involved in the project as well as a bereaved family member. The program included messages of remembrance, a moment of silent prayer, and a flower offering at the memorial monument.
 
    As the representatives of the Government of Japan, Ambassador SAIDA Shinichi and Mr. ISHIZUKI Hideo, Director-General of the International Cooperation Bureau of the Ministry of Foreign Affairs of Japan, attended the ceremony. On behalf of the Japanese Government, Mr. Ishizuki delivered a heartfelt address of condolence.
 
    In his remarks, Mr. Ishizuki stated “The realization of this project would not have been possible without the dedication and efforts of the seven individuals who devoted their lives to the development of Bangladesh and the introduction of the Mass Rapid Transit. We once again commemorate their contribution alongside the people of Bangladesh, and on behalf of the Government of Japan, we express our deepest respect and gratitude.”
 
    He went on to reflect on the tragedy, “At the same time, we mourn the tragic loss of those who fell victim to the heinous and unjust terrorist acts, and as a government official in charge of international cooperation, we will continue to work closely with Bangladesh and the international community to spare no effort in counter-terrorism and security measures to prevent the recurrence of such tragedies.”
 
    Terrorism cannot be justified for any reason. Strongly condemning all forms of terrorism, Japan is firmly committed to combatting terrorism with Bangladesh and the international community. The memorial ceremony at the MEIC provided an opportunity for Japan to reiterate its unwavering resolve against terrorism, and underscored the critical importance of protecting those who dedicate themselves to peaceful activities. Japan's development cooperation is guided by a spirit of mutual respect and common purpose. Ensuring the security of all those engaged in ODA projects is essential to maintaining the foundation of such partnerships.
 
    In advance of this memorial, on July 1, Ambassador Saida also attended a commemoration hosted by the Italian Ambassador at his residence, where he joined representatives of multiple countries in offering flowers to honor the victims of the terrorist attack.
 
    The Government of Japan remains committed to working hand-in-hand with the people of Bangladesh to complete the MRT project and to further deepen the bonds of friendship built upon shared sacrifice and mutual trust.
