Minister Takahashi Attends B-TopSE Seminar
On 26 October 2025, Minister TAKAHASHI Naoki attended the “B-TopSE” (Bangladesh Top Software Engineers) seminar as a special guest. The event was jointly organized by JICA, the Bangladesh Computer Council (BCC), and the Bangladesh Association of Software and Information Services (BASIS).
The B-TopSE program is an ongoing JICA technical cooperation project aimed at developing highly skilled ICT professionals in Bangladesh. Designed to introduce Japan’s TopSE initiative — led by the National Institute of Informatics (NII) — to Bangladesh, this program provides advanced training for mid-career IT engineers in Bangladesh, thereby supporting the country’s rapidly growing ICT ecosystem.
In his remarks, Minister Takahashi commended the program as a truly noteworthy initiative that exemplifies strong collaboration among government, academia, and industry. He reaffirmed Japan’s commitment to helping Bangladesh develop the human capital necessary to move further up the global value chain in software and digital services.
Among the distinguished participants at the seminar were Mr. Shish Haider Chowdhury, Secretary of the ICT Division, three eminent professors from NII, and representatives from both Japanese and Bangladeshi ICT sectors.
