[1] Recent Events on Japan-Bangladesh Relations
* Japan Provides 36 crore Taka for Portable Steel Bridges
(Aug 15)
On August 15, 2007, the Government of Japan and Bangladesh
signed an agreement concerning Japan’s grant aid for
portable steel bridges which amounts to 611 million yen
(approximately Taka 36 crore).
Mr. Masayuki Inoue, Ambassador of Japan to Bangladesh, and
Mr. Md. Aminul Islam Bhuiyan, Secretary, Economic
Relations Division, signed the Exchange of Notes on behalf
of their respective governments.
Under the Exchange of Notes, the Government of Japan will
provide the Government of Bangladesh with grant assistance
for the project to provide portable steel bridges in rural
areas, which will be executed by the Local Government
Engineering Department (LGED).
By this project 26 (twenty six) dilapidated bridges will
be improved and thereby will contribute greatly to the
transportation networks in the rural areas of 11 districts
in Bangladesh. Moreover, it will install portable steel
bridges at the crucial locations of major rural roads of
the districts where existing water channels are critically
impeding the road traffic of goods and people. It is
expected that this project will greatly contribute to the
continued vitalization of the rural economies in
Bangladesh.
At the signing ceremony, Mr. Masayuki Inoue said that this
grant would greatly contribute in improving transportation
network in the rural areas which is one of the high
priorities in reducing poverty in Bangladesh.
Since 1994, the Government of Japan has supplied 296
portable steel bridges to both RHD and LGED.
* Hiroshima-Nagasaki Day 2007 (Aug 9)
The Japanese Universities Alumini Association in
Bangladesh (JUAAB) held the ”Hiroshima-Nagasaki Day” on
August 9th at the National Press Club (Conference Hall) in
cooperation with the Embassy of Japan in Bangladesh.
Mr. Masayuki Inoue, Ambassador of Japan to Bangladesh and
Dr. Aminul Islam, the President of JUAAB, made speeches on
Hiroshima and Nagasaki at the Conference Hall where
posters donated by Hiroshima Peace Memorial Museum were
displayed.

It is with great excitement that I recall my student life
when I had fervently cherished a desire for undertaking
higher education in Japan, home to a vigourous and self
motivated nation. However, my dream remained unrealized
because of my early joining the Bangladesh Civil Service
(Administration) Cadre immediately after my graduation
from the University. But ironically enough, my ambition is
going to be fulfilled by virtue of my being a member of
the administrative service. I would like to extend my
heart felt thanks to JICE and ERD for understanding my
feeling and kindly selecting me as a JDS fellow for
2007-2008.
As a civil servant I have been working for more than eight
years in different capacities both in policy making and
policy implementation. While working in the field
administration I have closely come in contract with the
rural poor whose fate is almost inseparably linked with
the activities of the Union Parishads, a tier of local
government in rural Bangladesh. But this age-old
institution, in spite of having firm legal basis and
popular supports, could hardly come up as an effective
body to establish good governance at rural area. Such
failure of this particular local government may be
attributed to its structural and functional weakness,
which fails to attract talented and dedicated persons as
its leadership. Therefore, I do feel that long term plans
in strengthening the Union Parishads are imperative in
this regard. Hence, I have selected “Strengthened Union
Parishads for Ensuring Good Governance at Rural Bangladesh
by Producing Efficient Leaderships" as my research
topic.
The Graduate School of Governance Studies, Meiji
University, for which I am selected to get admission, is a
renowned school which express themselves in original ways
and looks to enhance the administrative capacity and
governance skill of young bureaucrats from across the
world. On the other hand the development of any country by
and large depends on the efficiency of its bureaucracy. So
as the governance studies in this university will
significantly enhance my capability as a bureaucrat I will
be well equipped to contribute in the development process
of my nation. I expect that my knowledge, skills and
experiences to be gathered in Japan will be particularly
utilized in the following ways:
a
in policy formulation regarding administrative reforms and
development of local governments in Bangladesh.
b
in evaluation of existing legal frameworks of local
government at rural level.
c
in recommending realistic salary structure for the leaders
/staffs and logistic requirement for the local bodies in a
pragmatic way.
d
in specifying the job description of the local bodies
rather than unrealistically assigning all sorts of
services and works on them without providing financial
supports ensuring accountably.
e
in disseminating my gathered knowledge and experience
among the young officials while working in the government
and other policy oriented research institutions.
f
and finally in enhancing my capability as a bureaucrat so
that I may serve the people and contribute in the
development of my country.
In addition, I do affirm that the spirit and motivation,
which I will certainly achieve from interaction with the
teachers, friends and mass people of Japan, will be
infused into the people of Bangladesh so that they may
work together to develop themselves like Japan. I also
believe that my study in Japan will enable me to
contribute in further strengthening the already strong
friendly relation between the people of Bangladesh and
Japan.

* Japan Development Scholarship(JDS)(7th Batch
in Bangladesh) 2007
The Government of Bangladesh established the Japanese Aid
for Human Resource Development Scholarship(JDS) with the
assistance of the Government of Japan in 2001.
The objective of the JDS is to provide opportunities to
study in Japan at Master’s level by targeting mainly
Bangladesh civil service(BCS) cadre officials and
Bangladesh bank officials in order to support national
efforts. JDS fellows are expected to acquire expert
knowledge, conduct research and build human networks in
Japan to utilize such knowledge and take an active role
practically in solving the problems that Bangladesh is
facing for development. 20 scholarships will be offered to
study in Japan at Master’s level for this 7th
batch in Bangladesh.

First Selection

University Professors in Japan.

-IELTS test (Required
score:minimum 6.0)
-Mathematic test for applicants in the field of
Economics.
Third Selection
(Middle Jan., 2008)
-Interview by Japanese University Professors in Dhaka
Fourth Selection
(Middle Feb., 2008)
-Interview by the members of the Operating Committee,
consisting of the representatives of the Government of the
People’s Republic of Bangladesh and the Government of
Japan
*Final 20 successful candidates will be notified around
the early March 2008.
