[1] Recent Events on Japan-Bangladesh Relations

* Visit to Japan by Dr. Muhammad Yunus (Jul 6 to 12)

Dr. Muhammad Yunus, a 2006 Nobel laureate and Managing Director of the Grameen Bank, visited Japan from July 6 to 12 at the invitation of the Ministry of Foreign Affairs.

During his stay in Japan, Dr. Yunus paid a courtesy call on H.E. Mr. Taro Aso, Minister for Foreign Affairs, attended a dinner hosted by Mr. Katsuhito Asano, Senior Vice-Minister for Foreign Affairs, and delivered speeches at symposia and universities in Tokyo and Hiroshima.

Dr. Yunus is engaged in microfinancing in farming villages to assist the lives and production activities of poor people, women in particular, and established the Grameen Bank, which provides the poor with a basis for financial independence. The microfinance system has had such a great influence on the development that it is now being utilized all over the world as an effective means of poverty reduction and self-help support for the poor, especially poor women. In recognition of these achievements, Dr. Yunus and the Grameen Bank won the Nobel Peace Prize in 2006.

It is hoped that Dr. Yunus’ visit has stirred awareness among the Japanese people of the problems of developing countries and the importance of international cooperation to solve them.

[2] Relay Essay by Japan Development Scholarship (JDS) Fellow

(Mr. Goutam Kumar Ghosh, Assistant Director, Bangladesh Bank)

I am taking this opportunity to pay my heartfelt thanks and gratitude to Japan International Cooperation Center, Bangladesh Bank, Economic Relations Division, Ministry of Finance, Government of Bangladesh for selecting me as a ‘JDS Fellow’ for 2007-08. I have successfully completed both Master and Bachelor of Pharmacy with Honours from University of Dhaka, Bangladesh. After this, I accomplished a "Master in Bank Management" from Bangladesh Institute of Bank Management (BIBM) under National University, Bangladesh. Presently, I am working as an Assistant Director in Bangladesh Bank, the Central Bank of Bangladesh. Before joining at Bangladesh Bank I worked in Square Pharmaceuticals Limited, the largest Pharmaceuticals Company in Bangladesh.

Bangladesh Bank, as like other Central Bank, is committed to manage the monetary and credit system of Bangladesh with a view to stabilizing domestic monetary value and maintaining a competitive external par value of the Bangladesh Taka towards fostering growth and development of country’s productive resources in the best national interest. In order to become a modern, strong, independent central Bank there is a need for dynamic, strong and forward looking professionals. Price stability, poverty reduction and employment generation are major concern for development of Bangladesh. As an integral part of macroeconomic stabilization policy, monetary and fiscal policies are designed to stipulate economic activity-in particular, fluctuations in the economic growth, inflation and unemployment rates.

In this regard, economics is the field of my interest. The proposed research issue is to study “The Relative Dominance of Monetary and Fiscal Policies on Output Growth in Bangladesh". The importance of this in the economic development of a country like Bangladesh cannot be overemphasized. To achieve a certain policy objective, such as stable and low inflation or higher output growth, do we need to depend heavily on monetary policy or on fiscal policy or on a coordinated combination of both, is a compelling question to ask. Answer to this question definitely requires an in-depth investigation on monetary and fiscal policies.  My ultimate objective is to provide robust empirical evidence in which to build policies for economic development.

As Japan provides an epitome of its role in building the foundations of an economy, the proposed study would attempt to capture the core of the organizational and operational characteristics of the Japanese, and to derive an understanding of the methods that enabled them to face the economic process. The lessons learned would then be considered to design policy guidelines for governing and developing the economic sector in Bangladesh.

After returning home the study will help me in various ways like, to enhance the skill, to help to tackle the problems, to explore the creativity in order to achieve optimum results for organization and will help Bangladesh by extending the fundamental knowledge into various area of specialization and by exposing the wide variety of insights in economics that will contribute to the development of Bangladesh.

I have come to know that International University of Japan (IUJ) has a large number of international students from many countries of the world. So, during the period of study in Japan, the study will provide me the opportunity to reciprocate with the international community and in this way enable me to acquire knowledge about current thinking on economics, development planning, trade and commerce in the international area. Moreover, the study in Japan will give me the opportunity to be conversant with the Japanese social norms and values, institutional arrangements and cultural uprightness, causing a visionary change in me. I hope that I will be able to utilize this knowledge for my nation and prepare myself to make significant contribution to the international society.
