[3] Information
* Speech by Foreign Minister Aso on Cultural Diplomacy
(Apr. 28, Tokyo)
The Minister for Foreign Affairs of Japan, H.E. Mr. Taro
Aso, made a speech, "A New Look at Cultural Diplomacy: A
Call to Japan's Cultural Practitioners," at Digital
Hollywood University on April 28.
In this speech, Minister Aso expressed his intention to
redouble the Ministry's efforts to market modern
Japanese culture more assertively, to clearly delineate
the roles of the private sector and the Ministry of
Foreign Affairs and create a positive reciprocal
relationship, and to undertake these efforts nationally
throughout Japan.
He suggested three innovative approach:
One is an award which will be presented to up-and-coming
foreign manga artists.
Second is to seek out young, promising visual and anime
artists and present them with an award, "Cultural
Ambassadors for Anime," and introduce them around the
world, making use of the full network of embassies and
consulates.
Third is a system called, "Cultural Exchange Interns at
Embassies and Consulates."

* Address by Foreign Minister Aso on East Asia
(May 3, Washington D.C.)
The Minister for Foreign Affairs of Japan, H.E. Mr. Taro
Aso, made an address, "Working Together for a Stable and
Prosperous East Asia - Lessons of the Past, a Vision for
the Freedom to Dream -," at Center for Strategic and
International Studies, Washington D.C. on May 3.
In this speech, Minister Aso says our goal in the region
is to seek to create, "stable and prosperous East Asia,"
and this can only be achieved by cooperation among all
of our partners who have stakes in the region's future.
In order to create such a multilateral regional
framework, he thinks it is important to set three
priority objectives in the region:
First, promote freedom, democracy, market economy, the
rule of law, and respect for human dignity.
Second, fight against narrow-minded nationalism.
The third objective is to increase transparency and
trust, and thus predictability in the fields of
economic, political and military affairs in Asia.

[5] Editor's Note
Upon Ambassador Horiguchi's departure, this email
magazine has lost an essential component, i.e.,
Ambassador's message. I hope this is a short suspension
and, in the meantime, I would appreciate your comments
and suggestions on sorts of information you would like
to see in this e-bulletin.
Editor, Saori Nagase
