[1] Message from Ambassador Matsushiro Horiguchi
"On Governance and Corruption"
In the last two Bangladesh Development Forums which I attended, I was impressed by the frankness of the government and the people of Bangladesh in discussing the problems of governance and corruption. The government did not shy away from this issue and made commitments on Anti-Corruption Commission.
To eradicate corruption, in my understanding, a strong political will and a national consensus of the people are indispensable. But how can these be realized?
I believe that, in parallel with the current efforts on Anti-Corruption Commission which is very important, something like a national campaign would be useful in building up the necessary national consensus.
When I was a boy back in Japan after the Second World War, the reconstruction of the social order became a pressing need. In those days, I always heard from the loudspeaker on the street such slogans as "People must keep to the right, cars to the left." or "If you observe the rules, the rules will protect you." Japan has not been an orderly society from the beginning. The national consensus to make a good society was gradually formulated through such moral improvement campaigns. I am hopeful that the Bangladeshi government's renewed commitment and a national campaign to wipe out corruption from the society would inspire the people and thus make Bangladesh a flourishing nation state.

* Painting Exhibition of Sheikh Afzal (July 7-17, Dhaka)
A painting exhibition of Sheikh Afzal, Associate Professor, Institute of Fine Arts, University of Dhaka, will take place from July 7 to 17 10:00-20:30 (Friday closed) at Saju Art Gallery, F/40, D.C.C. North Super Market, 2nd Circle, Gulshan. He received a Master's degree from Tsukuba University under Japanese Government Scholarship and pursued further studies in Japan under a fellowship program. Ambassador Horiguchi will be the chief guest of the inaugural ceremony to be held on Wednesday, July 7 at 6pm. For more information, Please contact Saju Art Gallery ( sajuart@bdmail.net or 9895940). * Reproductive Health Project Final Seminar (July 17, Dhaka)
The final seminar of Human Resources Development in Reproductive Health (HRDRH) Project will take place on Saturday, July 17, 2004, from 5 to 8pm at Sonargaon Hotel. This project has focused on providing in-service training through the networking of leading training organizations in order to provide quality reproductive health service. * Japan-Bangladesh Senior-Level Consultations (June 28, Tokyo )
Japan-Bangladesh senior-level consultations took place on June 28, 2004, in Tokyo. Secretary Mr. Shamsher M. Chowdhury of the Bangladeshi Foreign Ministry and Deputy Minister Mr. Hitoshi Tanaka of the Japanese Foreign Ministry discussed bilateral relations (economy, development cooperation, cultural exchanges) as well as regional and global issues.
* Change of JICA Resident Representative (June 18-23, Dhaka)
Mr. Akio Arai, the new Resident Representative of Japan International Cooperation Agency (JICA) Bangladesh Office, arrived in Dhaka on June 18. He is the successor of Mr. Takashi Sakamoto, who left Dhaka on June 23 to assume a new post of the Managing Director, Regional Department II, in Tokyo.
