Japan Supports Development for Chittagong Hill Tract Area

On 29th March, the grant contract was signed between H.E. Mr. Shiro Sadoshima, Ambassador of Japan to Bangladesh and Mr. Md. Abdur Rahman Tarafder, Executive Officer, Khagrachari Hill District Council for irrigation projects in Khagrachari amounting to US$ 122,961 (approximately Taka 1 Crore).
Khagrachari Hill District Council (KHDC), as it is known today, was renamed from Khagrachari Local Government Council in 1997 according to the Chittagong Hill Tract Treaty. As a local authority, it was tasked with the supervision and co-ordination of the administration, law & order, development and District Council activities of Khagrachari District. Through such activities as agriculture, education, public health, the Council has been contributing greatly to the development of the area.
Government of Japan extended assistance to Chittagong Hill Tract Area under GGHSP in 2005 through a project by BRAC namely “Strengthening the Community Based Health Care Programme in Chittagong Hill Tracts” and a project by UNDP called “The Construction of Multi-Purpose Community Center in Hill Tracts”, with the objective of providing welfare and better lives for the local people ultimately resulting in the enhancement of peace in the region.
Livelihood of people living in Khagrarachari area is mainly dependent on agriculture. However productivity of agriculture has been limited due to lack of sufficient irrigation system. Through ‘The project for the Development of Water Management System for Poverty Reduction in Khagrachari District’, it is expected that the irrigation facility in the region will improve, thereby contributing to increased agricultural production and enhancement of peace in the region.
At the same time, since this project will be carried out by a local body: Khagarachari Hill District Council, it is also expected to contribute to the capacity- building of the local administrative body.
The Grant Assistance for Grass-roots Human Security Projects (GGHSP) began its operation in 1989 and its primary objective is to support various development projects which enhance human security at the grassroots level. In Bangladesh, a total number of 177 projects have received the grant amounting to US$ 13,549,732 (Approximately Taka 111 Crore).
